Heiwa Kannon

The Heiwa Kannon in Utsunomiya, Tochigi Prefecture, stands as a monument carved from the distinctive Oya stone quarries that define the region. Construction began in 1948 when stonemason Namizo Ueno started carving the statue to honor his two brothers lost in World War II and to pray for world peace. When funding ran out, Professor Tobita from Tokyo National University of Fine Arts and Music took over the project, ultimately removing Ueno's original work and starting fresh with a team of assistants. The statue was completed in 1954 and opened to the public in 1956.

The 27-meter tall Kannon statue represents the Buddhist goddess of mercy and serves as both a memorial to war casualties and a symbol of lasting peace. The entire sculpture was hand-carved from Oya stone, a volcanic tuff unique to this region that has been quarried for centuries and famously used by architect Frank Lloyd Wright in Tokyo's original Imperial Hotel. The statue depicts the Peaceful Goddess of Mercy standing in a natural rock amphitheater formed by the former quarry walls.

Visitors can explore well-maintained paths and staircases that lead around and above the statue, offering panoramic views across the Oya valley from the elevated vantage points. The statue is located within walking distance of Oyaji Temple, which contains Important Cultural Properties including ancient cliff-carved Buddhist reliefs. The surrounding area has been converted into Oya Park, managed by Utsunomiya City, where visitors can see distinctive rock formations and explore the legacy of Oya stone mining.

From Utsunomiya Station, take the Kanto Bus bound for Oya (line 6) to Oya Kannon-mae bus stop, approximately 30 minutes. The statue is a 3-minute walk from the stop. By car, take the Tohoku Expressway to Utsunomiya Interchange, then Route 293 for approximately 10 minutes (8 km). Free parking is available. Access to Heiwa Kannon itself is free and available 24 hours. A combination ticket for 1,850 yen (adults) is available at Utsunomiya Station covering bus transport and admission to nearby Oyaji Temple and Oya History Museum.
