Rinku Premium Outlets stands as western Japan's largest outlet shopping destination, located in Rinku Town, Izumisano, directly across the bay from Kansai International Airport. The commercial area was constructed on reclaimed land in the early 1990s and opened in September 1995, transforming the waterfront into a thriving retail hub. The outlet itself opened in November 2000 and has served over 100 million visitors through June 2019. In August 2020, marking its 20th anniversary, the facility underwent its fifth expansion, establishing its position as the second-largest outlet mall in Japan after Gotemba Premium Outlets.

The outlet's cultural appeal lies in its distinctive American-inspired architecture and seaside resort atmosphere. Modeled after Charleston, a port town in the US, the complex creates an open-air shopping village that blends international retail culture with Japanese coastal charm. Among the ten Premium Outlets facilities across Japan, Rinku is the only one built in a location with a view of the sea, offering visitors the unique experience of shopping alongside panoramic views of Osaka Bay. The facility's waterfront position has earned recognition as one of Japan's best sunset viewing spots, with Marble Beach being selected as one of the best 100 sunsets in Japan.

Visitors can explore approximately 250 stores spread across two main areas: the Main Side Area and the Seaside Area. The retail selection spans luxury international brands including Burberry, Fendi, Gucci, and Armani, alongside popular domestic and sports brands. The Seaside Area features 48 stores including 38 shops and 10 restaurants, with a ship-inspired food hall called RINKU DINING on the third floor. The complex includes a grassy plaza called Seaside Park covering about 20,000 square meters, where visitors can relax between shopping sessions. A notable feature is the glamping facility developed through collaboration between world-renowned architect Kengo Kuma and outdoor brand Snow Peak, offering mobile homes called JYUBAKO for overnight stays or day-trip barbecues.

The outlet provides practical amenities including rental strollers, nursing rooms, prayer rooms, and information centers offering assistance in Japanese, English, and Chinese. Foreign visitors can obtain an Inbound Coupon at the information center, providing 5% to 20% discounts at over half the stores. The facility hosts five major sales annually, including Premium Outlet Bargain sales in January and August, and seasonal sales in spring, summer, and winter.

Transportation to Rinku Premium Outlets is straightforward, with Rinku Town Station accessible via both JR Hanwa Line and Nankai Main Line, located approximately six minutes on foot from the outlet. All train services to and from Kansai Airport, except the Limited Express Haruka, stop at this station. A shuttle bus operates daily from Kansai International Airport, with one-way fares of 300 yen for adults and 150 yen for children. For those driving, the parking lot accommodates approximately 3,200 cars (paid parking). The outlet closes once annually on the third Thursday of February, making it accessible year-round for both international travelers passing through Kansai Airport and domestic visitors seeking resort-style shopping experiences.
