Makuhari Kaihin Park is a 55-hectare coastal park located in Mihama Ward, Chiba City, overlooking Tokyo Bay. Opened in 1978, the park was developed as part of the ambitious Makuhari New City project, which transformed reclaimed waterfront land into a modern urban center. The park represents one of Japan's successful urban planning initiatives, creating substantial green space within a highly developed area that includes the Makuhari Messe convention center and business district.

The park serves as a significant recreational area for the greater Tokyo metropolitan region, combining landscaped gardens with coastal access. It features diverse zones including the Japanese Garden, which showcases traditional landscape design with ponds, tea houses, and seasonal flora. The park's design emphasizes accessibility and year-round use, with extensive walking and cycling paths that connect different sections. The Nihon Teien (Japanese Garden) requires a separate entrance fee of 100 yen for adults and features meticulously maintained landscapes ideal for photography and quiet contemplation. Families utilize the playground facilities, BBQ areas requiring advance reservation, and open lawns suitable for picnics and sports. The park includes approximately 17,000 trees representing various species, creating seasonal interest with spring cherry blossoms, summer greenery, and autumn foliage.

Access Makuhari Kaihin Park from JR Keiyo Line's Kaihin-Makuhari Station, approximately 10 minutes on foot. The station connects directly to Tokyo Station with journey times of roughly 30 minutes. Alternative access includes the Keisei Chiba Line to Keisei-Makuhari Station, followed by a 15-minute walk. For those driving, the park is located near the Wangan Expressway with parking available at 600 yen for 3 hours.
