개창은 나라 시대의 텐헤이 8년(736)이라고 전해집니다. 세이부 천황의 통치하에 칙원소로 정해진 본존은 십일면 관세음 보살상. 목조불로서는 일본 최대급(높이 9.18m)의 존상으로, 토쿠도 스님이 야마토쿠니(현재의 나라) 산속에서 발견한 거대한 녹나무로 두개의 관음상을 만들었습니다. 하나는 나라 하세테라의 관음상이 되었고, 남은 하나는 중생제도의 소원이 담겨져 바다로 보내졌다고 합니다. 그 후 미우라반도에 다다른 관음상을 옮겨, 건립된 것이 하세테라입니다.
