No, swimming is not permitted at Tsubasa Beach. While it is Tokyo Bay's third-largest artificial sandy beach, it is designated for walking and enjoying the shoreline views rather than water activities. Visitors can stroll along the sand and observe maritime traffic, but the beach is strictly non-swimming.
Park admission is completely free. However, if you plan to use the camping facilities, advance reservations and fees are required. Parking costs ¥100 per 30 minutes, and the parking lots remain accessible until 9:00 PM. The dog run facility is also free to use.
Take the Keikyu bus line Mori32 (Jonanjima round route) from either JR Omori Station's east exit or Tokyo Monorail's Ryutsu Center station. Get off at the Jonanjima 4-chome bus stop, and the park entrance is just a 3-minute walk away. This is the only bus route that accesses the island.
