The park was developed as a public recreational space to take advantage of its elevated position, which provides unobstructed panoramas of the lake and the iconic mountain beyond. The park's primary draw is its 400-meter-long esplanade planted with flowers that bloom in rotating seasons. During late June through mid-July, approximately 100,000 hydrangeas in purple, blue, and pink hues create a stunning contrast against Mount Fuji's snowy peak. The "Fuji Shibazakura Festival" from mid-April to late May features around 100,000 moss phlox plants spreading across the hillside in vibrant pink carpets. These carefully cultivated displays have made the park a seasonal pilgrimage site for visitors seeking the quintessential Mount Fuji photograph with floral foregrounds.

Visitors can explore walking paths that wind through the flower gardens and lead to multiple observation decks positioned at different elevations. The park includes a traditional Japanese bell pavilion where guests can ring the Tenjoyama Bell while enjoying the mountain vista. On clear days, the view encompasses not only Mount Fuji but also the five lakes region and the surrounding Aokigahara forest.
