Perry Road (ペリーロード), Shimoda

Perry Road is one of the most atmospherically beautiful and historically significant streets in all of Japan, located in the small coastal city of Shimoda at the southern tip of the Izu Peninsula in Shizuoka Prefecture. It is a narrow stone-paved lane running alongside a willow-lined canal that combines extraordinary historic importance with a streetscape of such quiet and refined beauty that it has become one of the most photographed and beloved small streets in the entire Kanto and Tokai region.

The street takes its name from Commodore Matthew Perry, the American naval officer whose arrival in Japan with his famous Black Ships (Kurofune) in 1853 and 1854 forced the end of Japan's centuries-long policy of national isolation and set the country on an irreversible course toward modernization and engagement with the outside world. Perry and his crew marched along this very route from the harbor to the Ryosenji Temple where the historic negotiations that produced the Convention of Kanagawa were concluded in 1854.

The Convention of Kanagawa, signed at Ryosenji Temple in Shimoda in 1854, was the first formal diplomatic treaty between Japan and the United States and represented one of the most consequential diplomatic events in Japanese history. The agreement opened the ports of Shimoda and Hakodate to American ships and established the framework for the broader opening of Japan that followed in subsequent years under the Harris Treaty of 1858.

The physical character of Perry Road is one of its most immediately enchanting qualities. The narrow stone-paved lane winds gently alongside the Inozurigawa Canal for approximately 500 meters, shaded by weeping willow trees whose trailing branches brush the surface of the clear water below. The combination of the stone pavement, the willow reflections in the canal, and the traditional buildings lining the lane creates one of the most cinematically beautiful small-scale streetscapes in Japan.

The traditional buildings lining Perry Road are among the finest surviving examples of Edo and Meiji-era architecture in the Izu Peninsula region. Stone-built merchant houses, kura (warehouse) buildings converted into cafes and galleries, and traditional wooden structures with carefully maintained facades create an architectural continuity along the lane that preserves the essential character of the street as it appeared during the historic period of Perry's visit.

The Ryosenji Temple, located at the far end of Perry Road from the harbor, is the single most historically important site in Shimoda and one of the most significant historical landmarks in the entire story of Japan's modernization. The temple where Perry negotiated and signed the Convention of Kanagawa is preserved as an active religious site and houses the Ryosenji Treasure Museum, containing an important collection of artifacts, documents, and exhibits related to the Perry visit and its historical significance.

The Shimoda area's connection to Townsend Harris, the first American Consul General to Japan who arrived in Shimoda in 1856 and spent nearly two years negotiating the Harris Treaty that further opened Japan to Western trade, adds another layer of historical depth to the broader Perry Road district. Harris established his consulate at Gyokusenji Temple in Shimoda and his presence in the city during those critical years is commemorated throughout the historic district.

The Okichi Memorial Hall near the Perry Road area commemorates the poignant story of Saito Okichi, a young Shimoda woman who was appointed as a handmaid to Townsend Harris during his residence in the city and whose subsequent life was marked by social ostracism and tragedy. Okichi's story has been romanticized and dramatized in numerous Japanese literary and theatrical works and she remains one of the most melancholy and complex figures associated with the historic opening of Japan period.

The broader Shimoda city surrounding Perry Road is one of the most historically rich and scenically beautiful small cities on the Izu Peninsula, combining its extraordinary diplomatic history with a beautiful natural setting of rocky coves, crystal-clear water, and the subtropical vegetation of the southern Izu coast. The Shimoda beaches, particularly Shirahama Beach to the north, are among the most beautiful and popular in the entire Kanto region during the summer season.

Shimoda Aquarium near the harbor and the Nesugata-yama ropeway ascending the hill above the city for panoramic views over Shimoda Bay and the surrounding Izu coastline are among the most enjoyable attractions accessible within the broader Perry Road and Shimoda historic district area.

Perry Road and central Shimoda are served by Shimoda Station, the southern terminus of the Izukyu Line connecting to Ito Station and the JR Ito Line for onward travel to Atami and the JR Tokaido Line network. From Tokyo, Shimoda is reachable by the Odoriko or Super View Odoriko limited express trains in approximately 2 hours 30 minutes to 3 hours, making it one of the most historically significant and scenically rewarding day trip or overnight destinations accessible from the capital.
