The view covers Awaji Island, the Osaka Plain, and Kansai International Airport. The night view of Osaka Bay is ranked among the three best night views in Japan, known as the "ten-million-dollar night view."
The observatory hosts "Lightscape in Rokko", a seasonal illumination event by light artist Masayuki Fushimi, and interactive installations by word artist Ichihara Hiroko.
The Rokko Garden Terrace complex has 4 restaurants and 2 shops, selling items including local Rokko Mountain honey ("Yamamitsu") and the regional specialty Genghis Khan (grilled mutton).
Visitors can draw a fortune slip (omikuji) at the entrance for ¥200. There is also a soap bubble plaza by artist Sugiyama Brothers, open to those aged 4 and above, cancelled in rain or freezing weather.
