What a wonderfully unexpected find. I originally anticipated seeking out the mountain temple, but got drawn into the Garden Museum Hiei after getting off the Eizen Cable Car. I couldn't be happier that I did.
Everyone was so kind and welcoming. The placement of classic art pieces throughout the garden, some even mirroring the scenery were exceptional.
The cafe on site not only had the most delicious coffee jelly with corn flakes (something I never knew I always needed!), but it came with a breathtaking view of Lake Biwa. The observation tower on site gave 360° views of the area (Lake Biwa, Kyoto, etc).
The Museum Garden Store had a wonderful selection of garden themed items. There were also several spots for IG worthy photos. Additionally, they have activies to do should you come earlier I'm the day.
The only downside I have, is I didn't come earlier! It is a wonderful trip, worth every moment. I would come early enough to do this trip and also the temples.

I was very surprised to see this place on the mountain the idea of open air gallery + botanical garden with the view that you get from there make it really magical, there is also a cafe with panoramic windows and souvenir shop near by, the staff also make the garden themed for Christmas.
Beautiful garden paired with great view and prints of Monet. The latter really enhances the experience of the incredible vista around Mt. Hiei, and I highly recommend first time visitors just pay the entry fee because it is such a great experience overall.
Beautiful flower garden only downside is that it's 1,200 yen for entry for a relatively small garden. It was raining so maybe that's why, but it was entirely empty so it was really peaceful break from tourist crowds. Very ambient and quiet. There's a cafe inside that had some nice cakes and drinks too.
