Inatori Hosono Kogen is a vast highland plateau spanning approximately 125 hectares at an elevation of 400 to 700 meters in the mountains of eastern Izu Peninsula, Shizuoka Prefecture. The plateau was formed around 200,000 years ago on the old volcanic slopes of Mount Amagiyama, and its volcanic origins have created a unique landscape that supports diverse flora and fauna. The site is seven times larger than the more famous Hakone Sengokuhara grassland, making it one of Japan's most expansive pampas grass viewing areas.

The highland's natural significance lies in its ecological features. Poor drainage in some areas created marshlands, including four distinct marshes: Nakayama Marsh No.1, Nakayama Marsh No.2, Shibahara Marsh, and Momono Marsh, all designated as natural monuments by Shizuoka Prefecture. These protected wetlands harbor rare plant species and must be viewed from designated walking paths only. The plateau offers spectacular 360-degree panoramic views of Sagami Bay, the Izu Islands, and surrounding peaks including Mount Amagi, creating a distinctive landscape where grasslands meet the sea.

Visitors come primarily for the seasonal displays of Japanese pampas grass that transforms the entire plateau into golden waves each autumn. The annual Pampas Grass Festival typically runs from early October through November and features guided nature walks, stamp rallies, music performances, and food vendors. The festival has been running for over a decade and includes a photo competition with monetary prizes. Beyond autumn, spring attracts visitors for mountain vegetable foraging, particularly bracken and osmund, while the plateau also serves as a popular paragliding destination year-round with tandem flight experiences available for beginners.

The site is located approximately 10 minutes by taxi from Izu-Inatori Station on the Izu Kyūkō Line, though having a rental car is recommended for flexibility. During festival periods, shuttle buses operate between the station and the plateau. Parking facilities include Hosono Kogen No. 1 Parking Area with 41 spaces and Hosono Kogen No. 2 Parking Area with 103 spaces. Festival admission is ¥500 for adults (junior high school age and above), with free entry for elementary school children and younger.

Frequently Asked Questions

The best time to visit is during the annual Autumn Pampas Grass Festival, held from early to late October, when the entire plateau transforms into golden waves of pampas grass. Early November also offers excellent viewing conditions with shuttle bus services available. Spring, particularly in April and May, attracts visitors for mountain vegetable foraging including bracken and osmund. Winter in the Higashiizu area features stable weather with plenty of blue sky days and is sheltered from harsh west winds, making it suitable for year-round visits, though autumn remains the peak season.

From Tokyo, take the JR Izu Kyūkō Line to Izu-Inatori Station, which takes approximately two to two and a half hours. From the station, the plateau is located around 10 minutes by taxi. During the Pampas Grass Festival period, shuttle buses operate between the station and the plateau. Having a rental car is highly recommended for flexibility in exploring the area. Alternatively, the Higashiizu-cho Tourism Association offers electric bike rentals for ¥2,000 per day, though the 8-kilometer journey involves hilly terrain.

At the entrance of Hosono Kogen, there is a sign showing a walking map with representative routes, including distance and required time. Visitors should plan for at least half a day to explore the 125-hectare plateau properly. Camera stands are available at scenic spots along walking paths for photography. The site features walking trails and observation decks that are open during the festival season. For more adventurous hikers, trails lead to the 821-meter summit of Mount Misuji, which offers 360-degree panoramic views.

Yes, Hosono Kogen is famous as a paragliding destination, offering tandem flight classes with experienced instructors so even beginners can fly safely. The plateau's elevated position and open grasslands create ideal conditions for paragliding year-round. The experience allows visitors to enjoy aerial views of the pampas grass fields, Sagami Bay, and the surrounding Izu Peninsula. Tandem flights are suitable for participants aged six and above, making it accessible for families.

Four marshes within Hosono Kogen—Nakayama Marsh No.1, Nakayama Marsh No.2, Shibahara Marsh, and Momono Marsh—are designated as natural monuments by Shizuoka Prefecture. These wetlands formed due to poor drainage and harbor rare plant species. While you are allowed to walk freely in the Hosono Kogen area, you must stay on designated walking paths as many precious plants inhabit the marshes. Visitors should respect these protected areas and not venture off marked trails to preserve the fragile ecosystem.

Traveler reviews

Visiting Hosono Plateau (細野高原) honestly felt like stepping into a completely different world. I didn’t expect much when I first heard about it, but the moment I arrived, I felt like I was standing inside a giant painting. The open fields, the gentle breeze, and the endless sky made me forget every bit of stress I had. It’s one of those places where you feel your mind becoming quiet without even trying. The plateau is huge — like really huge — and it gives you this amazing feeling of freedom. I walked through the pampas grass fields, and the golden waves moved with the wind like the whole mountain was breathing. It’s the kind of scenery you can’t capture fully in a photo, even though I tried from every angle. When the sunlight hits the grass, everything looks soft and magical. I was literally stopping every few minutes just to stare. From the top, the view absolutely surprised me. You can see the ocean, the coastline, and the small towns below like a tiny model village. On a clear day, the 360° panorama makes you feel like you’re floating above Izu. I just stood there for a while, doing nothing, and it was honestly the most peaceful moment I’ve had in months. The hike itself wasn’t too hard. The trail is simple, and even though some parts are a little steep, it’s definitely manageable. I wasn’t rushing — just walking slowly, breathing the clean air, and enjoying the silence. The entire time I felt like nature was giving me a soft reset button. One thing to note is that the road up the mountain is a bit narrow, so driving requires attention. But once you reach the top, everything becomes worth it. There aren’t many buildings or shops around, and that’s exactly why it feels so refreshing. It’s just you, the sky, and this huge natural playground. If you love nature, quiet places, big views, or just want to escape for a day, Hosono Plateau is honestly perfect. It’s one of those places you visit once and then keep thinking about afterward. I left the mountain with my hair messy from the wind, my legs a little tired, and my heart feeling strangely light. I would definitely go again — maybe in another season — because I feel like each time it would give me a different kind of beauty.

The road to reach the plateau park and the roads in the park are narrow. I visited during Golden Week and driving was a nightmare, too many cars. I recommend leaving before dark if you are not used to winding mountain roads. This place is insanely beautiful; there are many hikes. A must is reaching the Mount Misujiyama summit. From there, there’s an incredible view of the Izu Archipelago. During spring and summer, the rolling hills are a lush green color. In the spring, visitors can go wild vegetable picking on the plateau, and you might encounter a 500 yen entrance fee.
Good for people who like to walk. Quiet, surrounded by nature pathways. You can choose track as per time you wish to walk. Recommended to visit in day time. Big swing was fun.
A very beautiful spot, but unfortunately there’s no public transportation from Izu Inatori station (as far as I know).
I love to visit this place as often as possible. It's like nowhere else in the area. It reminds me of parts of Ireland or Scotland even. A very special place to escape to.
