The Osaka Bay Area is the city's most expansive and dramatically situated waterfront district, stretching along the shores of Osaka Bay on the western edge of the city. It is a district of large-scale entertainment attractions, reclaimed land developments, and open coastal landscapes that offer a completely different character from the dense urban streets of central Osaka.

The area developed primarily through a series of ambitious land reclamation projects carried out from the 1980s onward, transforming open bay waters into the artificial islands and peninsulas that now house some of the most visited attractions in the Kansai region.

The undisputed centerpiece of the bay area is Osaka Aquarium Kaiyukan, one of the largest and most celebrated aquariums in the world. Opened in 1990, the aquarium is built around a central Pacific Ocean tank that is one of the largest fish tanks on earth, housing whale sharks, manta rays, and thousands of other marine species in a single breathtaking space.

The design of Kaiyukan takes visitors on a spiraling descent through multiple marine environments, from the Japanese Forest and Aleutian Islands zones down to the deep Pacific Ocean tank at the center. The experience of watching a whale shark drift silently past at close range is one of the most extraordinary wildlife encounters available anywhere in Japan.

Directly adjacent to the aquarium sits Tempozan Harbor Village, a large waterfront complex containing shopping, dining, and the enormous Tempozan Ferris Wheel, which at 112.5 meters was the tallest Ferris wheel in the world when it was completed in 1997. The wheel offers sweeping views across Osaka Bay, the surrounding city, and on clear days toward Awaji Island and beyond.

Tempozan Marketplace within the complex houses a variety of restaurants and shops alongside the Suntory Museum Osaka, which hosts rotating exhibitions of art, design, and visual culture in an impressive waterfront setting. The broader Tempozan area is pleasantly walkable and offers some of the most open and uncrowded public space available within the city boundaries.

The man-made island of Sakishima (also known as Cosmo Square) sits further into the bay and houses the Osaka Prefectural Government Sakishima Building, better known as the WTC Cosmo Tower, a 256-meter skyscraper with a public observation deck offering some of the finest panoramic views over Osaka Bay and the surrounding metropolitan area.

Universal Studios Japan (USJ), located on the northern shore of Osaka Bay in the Sakurajima area, is one of the most visited theme parks in Asia and the single most popular attraction in the entire Kansai region. Since opening in 2001, the park has drawn tens of millions of visitors annually with its film and entertainment-themed rides, shows, and immersive environments.

The Wizarding World of Harry Potter, the Super Nintendo World, and the Minion Park zones within USJ are among the most technically sophisticated and visually impressive theme park environments in Japan. The park continues to expand with new attractions and seasonal events that keep it at the forefront of entertainment tourism in Asia.

Maishima, another artificial island in the bay, is home to the Maishima Sports Island recreational facility and the remarkably designed Maishima Incineration Plant, a waste processing facility designed by Austrian artist Friedensreich Hundertwasser with a colorful and fantastical exterior that has made it one of the most unusual and photographed industrial buildings in the world.

The Sakurajima area at the northern end of the bay development connects to the broader Yumeshima island, which is designated as the site of Expo 2025 Osaka, the World Exposition scheduled to attract tens of millions of visitors. The development associated with Expo 2025 represents the most significant single investment in the Bay Area since the original Universal Studios Japan development two decades earlier.

The Bay Area is accessible from central Osaka via the Osaka Metro Chuo Line to Cosmosquare and Sakurajima Station on the JR Sakurajima Line for Universal Studios Japan. The Tempozan and Kaiyukan area is served by Osakako Station on the Osaka Metro Chuo Line, with the aquarium a short walk from the station exit.
