Yes. Fushimi Inari Shrine is free to enter and is included in both plan options.

What happens if Nijo Castle is unavailable?

If Nijo Castle cannot be accessed on the day, the tour will substitute a visit to Sanjusangen-do Temple, a historic hall in Kyoto containing 1,001 wooden statues of Kannon.
