Norikura Kogen is a highland resort area located in Matsumoto City, Nagano Prefecture, situated at the eastern base of Mount Norikura, a volcanic peak reaching 3,026 meters. The area developed as a mountain resort during the mid-20th century, utilizing its proximity to alpine environments and natural hot springs. The highland sits at elevations ranging from approximately 1,200 to 1,800 meters, providing cooler summer temperatures and access to high-altitude outdoor activities. Norikura Kogen serves as a gateway to Mount Norikura's Tatamidaira plateau, one of Japan's highest accessible points, though private cars have been restricted since 2003 to protect the alpine environment.

The area holds natural significance as part of Chubu Sangaku National Park, established in 1934 to preserve the Northern Japan Alps. Norikura Kogen features waterfalls, mountain streams, and pristine forests of Japanese larch and birch. The highland's onsen (hot spring) resorts utilize natural volcanic sources for therapeutic bathing. The region supports diverse wildlife including Japanese serow and alpine bird species.

Visitors can explore hiking trails ranging from gentle forest walks to challenging alpine routes. The Ichinose Nature Trail offers accessible hiking through larch forests. Experienced hikers access Mount Norikura's summit via shuttle buses to Tatamidaira, then hiking the remaining 3 kilometers. The area features Sanbondaki Falls, a three-tiered waterfall accessible via forest trails.

Winter activities include skiing at Mt. Norikura Ski Resort and snowshoeing. Onsen facilities provide post-activity relaxation. High elevation and minimal light pollution create excellent stargazing conditions. The Norikura Nature Conservation Center offers educational exhibits about the mountain ecosystem.

Access Norikura Kogen from Matsumoto Station via bus services requiring approximately 90 minutes. From Tokyo, reach Matsumoto via JR Chuo Main Line Limited Express (about 2.5 hours). From Nagoya, take the JR Shinano Limited Express to Matsumoto (roughly 2 hours). Seasonal shuttle buses operate from Norikura Kogen to Tatamidaira during snow-free months, typically late June through October, costing approximately 2,500 yen round trip. Private vehicle access to upper mountain areas is prohibited.
