Shisui Premium Outlets opened on April 19, 2013, as the ninth Premium Outlets center in Japan, developed through a partnership between Mitsubishi Estate and Simon Property Group. Located in Shisui-machi, Inba-gun, Chiba Prefecture, the complex initially launched with 121 stores before expanding in 2015 to add 62 additional stores, bringing the total retail space to approximately 375,000 square feet. The outlet attracts over six million visitors annually and holds the distinction of being the closest outlet mall to Narita International Airport.

The shopping center features American Art Deco architectural styling that evokes the atmosphere of suburban United States towns. The open-air design incorporates spacious walkways lined with parasols and seasonal flowers, creating a resort-like atmosphere that distinguishes it from enclosed shopping centers. This architectural approach emphasizes outdoor spaces and provides an airy, comfortable shopping environment throughout the complex.

Visitors can explore approximately 220 stores featuring both Japanese and international brands across fashion, sportswear, outdoor equipment, footwear, accessories, and household goods. The outlet specializes in offering previous season collections and overstock items at discounted prices, typically 30-70% below retail. Notable retailers include Coach, Nike, Adidas, The North Face, Ralph Lauren, Lacoste, and numerous Japanese brands.

The complex includes tax-free shopping services for international visitors, with stores requiring minimum purchases of ¥5,000 for general items. Foreign currency exchange services are available on-site through Keiyo Bank, representing Japan's first currency exchange facility within an outlet mall. Multilingual support is provided in English, Chinese, Korean, Portuguese, Spanish, Thai, Indonesian, and Vietnamese.

The food court and restaurant area features flight information monitors displaying real-time Narita Airport departure and arrival schedules, allowing travelers to shop while monitoring their flights. Dining options include both international chains and local establishments, with specialty items such as ice cream from Narita Dream Dairy Farm using fresh milk from a ranch with 130 years of history. Transportation access from Narita Airport takes approximately 15 minutes by direct bus, with departures every 30 minutes and a one-way fare of ¥360. From Tokyo Station, direct buses operate daily with a journey time of approximately 50-70 minutes and fares around ¥1,200. By car, the outlet is located 1 kilometer from the Shisui Interchange on the Higashi Kanto Expressway, approximately 10 minutes from Narita Airport. Train travelers can take either the JR Narita Line to JR Shisui Station or the Keisei Line to Keisei-Shisui Station, followed by a 15-18 minute connecting bus to the outlet. The facility is located approximately 40 miles from central Tokyo, making it accessible for day trips from the capital.
