The Telecom Center Observatory occupies the 21st floor of the Telecom Center Building in Tokyo's Koto ward, standing at approximately 99 meters above ground level. This modern observation facility opened in 1995 as part of Tokyo's waterfront development in the Odaiba area, designed to showcase the futuristic urban landscape emerging along Tokyo Bay during Japan's economic expansion period.

The observatory provides panoramic views across Tokyo Bay and the surrounding metropolitan area, offering perspectives of the Rainbow Bridge, Tokyo Tower, and on clear days, Mount Fuji to the west. The facility serves as a vantage point for observing both the historic central Tokyo districts and the modern waterfront developments that transformed former industrial land into entertainment and commercial zones during the 1990s and 2000s.

Visitors access 360-degree views through floor-to-ceiling windows that encircle the observation deck. The space functions primarily as a straightforward viewing platform without elaborate exhibitions, making it suitable for photography and orientation to Tokyo's geography. The lack of crowds compared to Tokyo's more famous observation decks allows for unobstructed viewing and a quieter experience.

The observatory is located within Aomi district in Koto ward. Access is via the Yurikamome Line, an automated transit system, with the closest station being Telecom Center Station, directly connected to the building. Alternatively, visitors can use Tokyo Teleport Station on the Rinkai Line, approximately a 10-minute walk away.

Now this is s hidden gem of observation decks! Last time I was here, it was only me for the half an hour I’ve spent taking photos like a maniac and one other couple. Granted, I was there during the week and around midday but it was also during Golden Week, so should be packed same like all the other areas. So if you wanna take some more scenic photos of Tokyo in peace and/or relax on massaging chairs, there’s no better place anywhere.

Amazing views. Lots of couches and places to sit. Free massage chairs that actually work really good. Nice place to relax and you could even spend the day studying here.
Decent views of the surrounding area. 500 yen for 1 adult which is very affordable and they allow you to re-enter the observatory if you’ve already payed once for the day. I came exactly at the 3:00 pm opening in a Wednesday and there’s only 3 people including myself. We’re currently using the massage chairs as I type this review. Highly recommend
Beautiful view, free massage chairs, free observation telescope and for such a great price! It is totally worth the travel. At sunset it is gorgeous. Fun tip: leave your phone next to the window on the west side (because that is the one with a street) and take a hyperlapse video. You can wander around as your phone does the job (and no one touches your phone). Come back an hour later and see a beautiful work done. Do it at sunset and it gets even better.
Observation deck on the 21st floor. Costs ¥500 for an adult, but there are free massage chairs and telescopes available. Was a great last stop for my trip to Odaiba after walking around the entire day (the massage chairs felt heavenly). Was nice and quiet and not crowded at all during the weekday.
