No. Entry into the Imperial Palace buildings is not permitted to the public. The tour covers the Imperial Palace East Gardens and surrounding grounds, including the former Edo Castle site, castle ruins, and traditional gardens.
Comfortable walking shoes are recommended. The route is easy and mostly flat throughout.

Aussie Couple’s First Tokyo Tour
We had a wonderful time exploring the beautiful Imperial Palace and its gardens. Even with the large, busy crowds, it was a great way to spend three hours — especially for only $36 (AUD).
