Best vantage point is either from the park with the ravine running through it, or the lookout point in the middle of an overhead street crossing.
I visited the tower in Sapporo in winter and this is the best square that I’ve seen in Japan. The park is so nice and not very crowded with many tourists. There are also many nice spots to take pictures. Recommended to come by winter season to see the snow covered at the park.
