Otaru Tenguyama Ropeway

The Otaru Tenguyama Ropeway is a cable car up Mount Tengu (Tenguyama), the mountain behind the port city of Otaru, Hokkaido. A 30-passenger car climbs 735 meters of cable with a rise of 271 meters in about five minutes. From the summit you look over Otaru Port and Ishikari Bay, and on clear days to the Shakotan Peninsula and the Shokanbetsu mountains across the bay.

The night view from Tenguyama is counted among the three great night views of Hokkaido, with Hakodate and Sapporo. Cars run every 12 minutes, or every 6 minutes when busy.

Otaru Tenguyama Ropeway fares

The ropeway has separate summer and winter fares:

• Summer, round trip: 1,800 yen for adults (junior high school age and over) and 900 yen for children

• Summer, one way: 1,080 yen for adults and 540 yen for children

• Winter, round trip: 2,000 yen for adults and 1,000 yen for children

• Pets: 500 yen round trip

• Preschool children: one rides free with each paying adult

Groups of 20 or more get a discount. If you show an Otaru city bus one-day pass at the counter, the ropeway fare is discounted. The ropeway's fares and timetable page has current prices.

When the ropeway runs

The ropeway runs in two seasons. In 2026 the summer season ran from April 25 to November 3, and the winter season runs from November 28, 2026, to March 28, 2027. Between the two it closes for maintenance, in November and again from late March into April. Hours are shorter on December 31 and the first days of January.

What to see at the top of Mount Tengu

The summit has five observation decks. The rooftop deck on the summit station is the highest, with a telescope in summer. Tengu-zakura Observation Deck has the closest view of the city and is named after a cherry tree more than 100 years old, said to be the last cherry tree to bloom in Hokkaido. A heart-shaped object beside it is a popular photo spot, and the deck was a filming location for the Netflix series First Love. The first, second and third decks along the summit paths close in winter.

• Tenguyama Shrine: a small mountaintop shrine

• Otaru Ski Museum: exhibits on the history of skiing in Otaru

• Summer activities: a 128-meter zip line and a hot-air balloon ride, plus the Tenguyama Slider and a chipmunk park, each open for part of the season

• TENGUU CAFE & SHOP: a cafe with a window counter about 20 meters long facing the city

In winter, Tenguyama is a ski area with slopes overlooking the city and night skiing.

The best time to go up is shortly before sunset, so you see the port in daylight, the change at dusk and the lights after dark. In summer the lights of fishing boats dot the bay, and in winter snow reflects the city lights. The same evening plan works on Sapporo's Mt. Moiwa Ropeway, another of the three night views.

How to get to the Otaru Tenguyama Ropeway

From JR Otaru Station, take Chuo Bus route 9 (Tenguyama Ropeway Line) from stop 4 at the station bus terminal. The ride takes about 20 minutes and costs 240 yen, with two or three buses an hour. By car it is about 15 minutes from the Otaru interchange, and the base station has a free parking lot for about 100 cars.

From Sapporo, rapid trains reach Otaru Station in about 40 minutes. Chuo Bus also sells set tickets that combine the bus and the ropeway from Otaru or Sapporo. After the ride, the bus back to Otaru Station puts you a short walk from the historic canal district.
