The Japan Islamic Cultural Center represents one of Japan's most significant Islamic institutions, tracing its origins to 1966 and formally established as a religious corporation in 1980. The center has played a pivotal role in Japan's Islamic community development over the past four decades, providing both moral and material support in establishing mosques, prayer halls, and Islamic organizations throughout the country. Established in 1978, the organization operates eight mosques across Japan, with Masjid Otsuka serving as their headquarters.

The center holds particular cultural significance as Japan's independent, non-commercial Islamic organization serving the nation's estimated 230,000 Muslim population as of 2019. This community includes approximately 50,000 Japanese converts alongside Muslims of foreign origin, primarily from Indonesia, the Philippines, and Malaysia. The institution has been instrumental in the growth of Islamic presence in Japan, contributing to the expansion from just 24 mosques in 2001 to over 110 mosques nationwide by recent counts.

Visitors to the Japan Islamic Cultural Center can experience authentic Islamic culture and architecture in the heart of Tokyo. The facility offers educational programs including Quran lessons, Islamic marriage ceremonies, and counseling services. The center provides insight into Japan's diverse religious landscape and the integration of Islamic traditions within Japanese society. Non-Muslim visitors are typically welcome to observe and learn about Islamic practices, though respectful dress and behavior are expected.

The center is accessible via public transportation to the Otsuka area in Toshima ward. The mosque provides comprehensive religious services including schooling, marriage ceremonies, family services, and funeral assistance. Admission is typically free, though donations are welcomed. Visitors should contact the center in advance to arrange tours and confirm visiting protocols, as prayer times and religious observances may affect accessibility.

The location is quite strategic—close to the station and easily accessible for pedestrians. There are several halal shops and restaurants nearby, which is very helpful for mosleem travelers . The mosque is clean and well-maintained. I would love to come again next time. If you visit, don’t forget to give your best donation (infaq) to support the development of Otsuka Mosque.

A prayer place for Muslim is called Mosque. Its situated at otsuka, 5-6 mins walk from otsuka station. Its a 5 floored building. I had a experience of iftar mahfil organized by a volunteer organization. It was vibrant and joyful environment. Male and Female prayer rooms were different. Famous Muslim scholar gave his presence and narrated Ramadan (Month of fasting) beautifully . We did prayer together, iftar together with so many others nationalities. Its was a valuable and memorable experience for me.
